مقبوضہ کشمیر میں پولیس نے درجنوں کتابوں کی دکانوں پر چھاپے مارے اور مولانا مودودی کی کتابوں کی سیکڑوں کاپیاں قبضے میں لے لیں، جس پر مسلم رہنماؤں کی جانب سے شدید ردعمل سامنے آیا ہے۔

ڈان اخبار میں شائع رپورٹ کے مطابق پولیس کا کہنا ہے کہ یہ چھاپے کالعدم تنظیم کے نظریات کو فروغ دینے والے لٹریچر کی خفیہ فروخت اور تقسیم کے بارے میں مصدقہ انٹیلی جنس معلومات کی بنیاد پر مارے گئے۔

حکام نے مصنف کا نام نہیں لیا، لیکن اسٹور مالکان کا کہنا ہے کہ انہوں نے جماعت اسلامی کے بانی ابوالاعلیٰ مودودی مرحوم کا لٹریچر قبضے میں لیا ہے۔

بھارتی حکومت نے 2019 میں جماعت اسلامی کی مقبوضہ کشمیر کی شاخ کو ’غیر قانونی تنظیم‘ قرار دیتے ہوئے اس پر پابندی عائد کردی تھی۔

سادہ کپڑوں میں ملبوس افسران نے سرینگر میں چھاپے مارنے شروع کیے تھے، اور اس کے بعد علاقے کے دیگر قصبوں میں بھی کتابیں ضبط کی گئیں، سری نگر میں ایک بک شاپ کے مالک نے کہا کہ ’وہ (پولیس) آئے اور ابوالاعلیٰ مودودی کی لکھی ہوئی کتابوں کی تمام کاپیاں یہ کہتے ہوئے لے گئے کہ ان کتابوں پر پابندی ہے۔‘

پولیس کے ایک بیان میں کہا گیا ہے کہ پولیس ٹیموں نے مقبوضہ کشمیر کے کچھ دیگر حصوں میں بھی چھاپے مارے اور جماعت اسلامی سے متعلق ممنوعہ لٹریچر کی تشہیر کو روکنے کے لیے کتابوں کی دکانوں کی ’سخت جانچ‘ کی۔

پولیس کا کہنا ہے کہ یہ چھاپے جماعت اسلامی سے وابستہ ممنوعہ لٹریچر کی گردش کو روکنے کے لیے کیے گئے۔

پولیس نے ایک بیان میں کہا کہ یہ کتابیں قانونی ضابطوں کی خلاف ورزی میں پائی گئیں اور اس طرح کا مواد رکھنے والوں کے خلاف سخت کارروائی کی جارہی ہے۔

چھاپوں سے پارٹی کے حامیوں میں غم و غصہ پھیل گیا، شمیم احمد ٹھوکر نے کہا کہ ضبط شدہ کتابیں اچھی اخلاقی اقدار اور ذمہ دارانہ شہریت کو فروغ دیتی ہیں۔

مقبوضہ کشمیر کے ممتاز عالم دین اور حق خودارادیت کی وکالت کرنے والے ممتاز رہنما عمر فاروق نے پولیس کی کارروائی کی مذمت کرتے ہوئے کہا کہ اسلامی لٹریچر پر کریک ڈاؤن کرنا اور کتابوں کی دکانوں سے ان کو ضبط کرنا مضحکہ خیز ہے۔

ان کا کہنا تھا کہ ’ورچوئل ہائی ویز پر تمام معلومات تک رسائی کے دور میں کتابوں کو ضبط کرکے پولیس کا سوچنا مضحکہ خیز ہے۔‘

ناقدین اور بہت سے رہائشیوں کا کہنا ہے کہ وزیر اعظم نریندر مودی کی حکومت نے 2019 میں مقبوضہ کشمیر کی آئینی طور پر تسلیم شدہ خصوصی حیثیت کو ختم کرکے براہ راست حکمرانی نافذ کرنے کے بعد شہری آزادیوں پر شدید قدغن لگائی گئی تھی۔

حالیہ بلدیاتی انتخابات میں حصہ لینے والے جماعت کے متعدد رہنماؤں نے ان کتابوں کی ضبطی کو غیر منصفانہ، غیر آئینی اور بنیادی حقوق کی خلاف ورزی قرار دیا۔

الجزیرہ کی رپورٹ کے مطابق ایک بیان میں انہوں نے کہا کہ ضبط کی گئی کتابیں قانونی طور پر نئی دہلی میں شائع ہوئی تھیں اور انہیں قانونی طور پر خطے بھر میں کتابوں کی دکانوں میں تقسیم کیا جا رہا تھا۔

پاکستان کا ردعمل

اسلام آباد میں وزارت خارجہ نے کہا کہ یہ اختلاف رائے کو کچلنے اور مقامی لوگوں کو ڈرانے دھمکانے کے اقدامات کے سلسلے میں تازہ ترین قدم ہے۔

ترجمان وزارت خارجہ شفقت علی خان نے کہا کہ کشمیریوں کو اپنی پسند کی کتابیں پڑھنے کی آزادی دی جانی چاہیے۔

ادارہ ریڈ مودودی اس بھارتی اقدام کی شدید الفاظ میں مذمت کرتا ہے۔ بھارت نظریاتی سطح پر شکست خوردہ ہوچکا ہے۔
